Addressing the microwave/coordination issue is much like opening Pandora's box. No other
issue in the PCS industry has as much potential to delay system deployment and overrun
deployment budgets. Perhaps the greatest risk stems from the fact that the PCS industry is
the first to confront such an issue. As a consequence, many operators have experienced
difficulties anticipating and developing work-arounds to obstacles and pitfalls associated
with the coordination/relocation issue.

Operators can minimize relocation difficulties by using proactive management and
innovative engineering techniques. One key to identifying and avoiding hazards associated
with microwave coordination and relocation is the aggressive and effective execution of
the PCS deployment process, particularly as it pertains to microwave
coordination/relocation. This paper describes a deployment process that allows PCS
operators to cover a particular market, while avoiding potential interference cases and
minimizing the number of incumbent microwave licensees that require relocation. We
demonstrate the close interrelationship between PCS system design, PCS-Microwave
interference analysis and coordination, and microwave relocation. We also show that the
ability to analyze interference, in a precise and frequency selective manner is essential
to any coordination/relocation process. This paper presents the framework for such an
analysis and show how operators can employ such an interference analysis to work around
interference cases in their respective systems.

This paper discusses the phenomena associated with signal attenuation through dust and
foliage and quantifies the impact of these environments on signal propagation. Models used
to characterize dust and foliage attenuation are described and available experimental data
are presented to support the discussion.

IRIDIUM, and Odyssey, are discussed in this paper. The system architectures of each system
are presented along with a description of the satellite and user handset designs, the

This paper provides the supporting analysis for a methodology developed by RDC to quantify
the impact of MSS space-to-Earth interference on FS radio-relay ground stations. The
derivation of key probability equations for the cases of link fade only and link fade plus
MSS interference is provided. Also included is a methodology developed to transform PDF
data relating to the received noise power level into PDF data relating to the level by
which the received noise power level exceeds the receiver noise floor.

This paper addresses satellite systems whose primary mission is communications. The focus
is on how the design of communications satellite systems has been evolving over the past
two decades. The driving features of recently proposed satellite communications system
architectures are presented along with a discussion of the significant trends that might

This paper presents statistics for the Fixed Service (FS) microwave community in the
2165-2200 MHz frequency range, and should be viewed as a snapshot for the January 1998
timeframe. The statistics were derived using the Radio Dynamics Corporation (RDC) OpenLink
database and are useful in performing interference analyses between FS and mobile
satellite service (MSS) systems. The statistics presented in this paper address modulation
type, transmit antenna size, path length, path inclination and azimuth. The percentage of
digital and analog links was calculated regarding modulation type. For the other
parameters listed above, probability density function (PDF) data and cumulative
distribution function (CDF) data was generated.

This briefing presents selected data describing current Fixed Service (FS) microwave
services in the 17.7-19.7 GHz frequency range, and should be viewed as a snapshot for the
February 1998 timeframe. The data were derived using the Radio Dynamics Corporation (RDC)
OpenLink database and are useful in understanding how the 17.7-19.7 GHz band is currently
allocated. The data presented in this briefing address the number of paths/frequencies and
the path length statistics for the services investigated. Additionally, CONUS plots are
provided for the wideband and narrowband FS services.
